We inform you that the Elsevier publishing program for 2025 has been closed. The pool of 1,084 articles funded by the Ministry of Science and Higher Education (MNiSW) for this year has been fully used. More information about the program rules can be found at:

Terms of use:
- covers publication of open access articles fully funded from the license fee: 1,084 articles in 2025,
- affiliation of the corresponding author with an institution covered by the license (the corresponding author should include, on the title page of the article, an affiliation with an institution eligible for the program; this may be one of multiple affiliations listed in any order),
- the article must successfully pass peer review and be accepted for publication,
- the article must be accepted in a hybrid journal included on the list of approx. 1,100 titles covered by the program (xlsx for download) or the list of additional hybrid journals available to authors affiliated with Wrocław University of Science and Technology (xlsx for download),
- the program covers the following article types: Case Reports (CRP), Data (DAT), Full Length Articles (FLA), Micro Articles (MIC), Software (OSP), Reviews (REV), Replication Study (RPL), Short Communications (SCO), Short Surveys (SSU), Videos (VID), Practice Guidelines (PGL), and Protocols (PRO) – see article type descriptions (xlsx for download),
- the fee under the program covers only the basic cost; any additional services are paid outside the program and without discounts by the author, e.g. offprints, color figures in the print version,
- if the MNiSW-funded article pool is exhausted, standard net prices apply (Article Publishing Charge – APC: elsevier.com (page will open in a new window)) plus 23% VAT.
Recommendations:
- eligibility for funding of publication costs is determined by the order in which articles are accepted for publication,
- Elsevier offers (via the Article Publication Services form) a choice of two Creative Commons licenses for open access publishing: CC-BY and CC-BY-NC-ND,
- European research funding institutions, including NCN, recommend using licenses that ensure the broadest possible freedom of reuse (Creative Commons Attribution – CC-BY).
Program Initiation:
The corresponding author submitting an article that has been peer-reviewed and accepted for publication receives from the journal editor (Elsevier) a link to the Rights and Access form, where the publication model can be selected.
